The Honourable member representing Kajola State Constituency has presented report of a bill seeking financial autonomy for the legislative arm at the floor of the State Assembly.
Akeem Mustapha Presents Report of a Bill Seeking Financial Autonomy For Oyo Assembly, Calls on Makinde For Speedy Assentment
The bill if assented to, will strenghten the House to be more proactive in its dealings as arm of government saddled with the responsibilities of checks and balances to the executive arm.
The bill which was presented at the Plenary on Thursday had scaled through first and second reading before it was finally passed after the presentation of the report of the House Committee on Public Account, Finance and Appropriation read by its Chairman, Hon Akeem Mustapha (Kajola State Constituency).
The Law will enable the Legislature to carry out its own projects and allocate resources where and when necessary without having to be subjected to the dictate of the executive arm.
The Speaker of Oyo State House of Assembly, Hon Adebo Ogundoyin while commenting on the passage of the Oyo State Legislative Funds Management Bill, 2020 into Law, said lack of financial autonomy for the State Legislature has been a long standing issue.
Hon. Ogundoyin explained that the Legislature will not be highly efficient and effective if its finances are tied directly and completely to the Executive arm of Government.
”The Legislative arm of Government will not truly serve as checks and balances to the Executive arm if it doesn’t have financial autonomy. It will enhance legislative business and strengthen our democracy. This will fasttrack the activities of the Legislature and advance its course”.
Hon. Akeem said,The Law was in line with the long yearning of Nigerians to strenghten ‘separation of powers’ between legislative and executive arm of government as enshrined in the 1999 Constitution as amended.
Akeem said, the Law if finally assented to by Governor Seyi Makinde will be one of major achievements of the 9th Assembly as it will further ensure that the dividends of democracy trickled down to their various constituencies.
He therefore called on Makinde to ensure speedy assentment of the Law.
