The prospect of five substitutes being allowed in Premier League matches is likely to move closer on Thursday.
It is due to be one of the significant topics for discussion at the shareholder meeting of all 20 clubs.
Although a formal vote on the issue is improbable, the clubs are signaling their willingness to discuss it by debating the topic.
After the coronavirus epidemic shut down the game in May 2020, five substitutes were introduced throughout the board.
However, the Premier League became the only major competition to abandon the rule for the compressed 2020-21 season, sparking outrage from those who said it offered clubs with larger squads an unfair edge.

Both Liverpool and Manchester City coaches blamed the decision for a recent rash of muscular ailments in the Premier League.
The International Football Association Board (Ifab) suggested in October that five substitutes be established permanently in football.
While nothing changed for the 2021-22 season – despite the fact that five substitutes are permitted in FA Cup games – it is now expected that teams would approve five substitutes at the Premier League’s annual general meeting at the end of the season.
